The Emerging Small Business (ESB) Program is a CDOT program that aims to help small businesses acquire the knowledge, experience, and resources needed to participate on CDOT construction, professional service, and research contracts. The ESB Program is a CDOT-specific, race and gender-neutral small business program that was adopted by the Transportation Commission.

Family Environmental Compliance Services, Inc. was formed in Denver, Colorado in 1997 by Bernard Hurley. Bernard continues to lead Family Environmental today through a transformation in the north Denver neighborhood that has been home to Family offices and laboratories. Bernard named his company ‘Family Environmental’ because he wanted to ensure his clients were treated like family, meaning the firm is focused on providing practical and pragmatic technical services in addition to being technically competent. Core services over the years have expanded from a base of asbestos related management, monitoring, and oversight to now including a much broader array of industrial hygiene services (mold, lead, health and safety, etc) as well a technical group specializing in environmental geosciences and investigations. As a part of its 20-year anniversary celebration, Family recently updated its website with more detailed and practical information while also outlining in more detail the most important legacy project for founder Bernard Hurley - to deliver a sustainable workforce training and employment program to serve underprivileged members of the community.
On March 6, the Colorado Department of Transportation released its final request for proposals to design, build, finance, and operate the central I-70 project, one of the major development projects within the North Denver Cornerstone Collaborative. There are four consortium finalists that will be competing for this $1.2 billion project. Notable aspects from this project for Family Environmental include:
-Significant opportunities to provide environmental and industrial hygiene services for a project local to our office and laboratory. The final environmental impact statement and record of decision, which outline the environmental challenges of this project, were issued shortly before the issuance of the RFP.
-A significant emphasis is provided in the central I-70 RFP for the winning consortium to provide workforce training and assorted programs to support disadvantages, small/emerging, and local (North Denver) business enterprises. Family Environmental's goal is to reach out and support those in our neighborhood that need a helping hand, and the I-70 project will provide us with a significant project to support our job training and placement efforts. Family Environmental has made a commitment to lead a coalition of private sector partners active in RiNo that will participate in the development of a new job training and placement program. On February 28th, 2017 Family Environmental, in concert with non-governmental organization (NGO) partner Impact Empowerment Group and Strive mobile marketplace outlined the structure of this program along with presentations of support from Albus Brooks, Denver City Councilman, and Mike Johnston, Colorado state Senator and candidate for Governor.
On February 28, the city and county of Denver released a request for proposal (RFP) for ON-CALL PROFESSIONAL ENGINEERING SERVICES FOR THE NATIONAL WESTERN CENTER CAMPUS PLACEMAKING STUDY. This is primarily a planning and preliminary engineering scope of work, to be completed in advance of a larger RFQ to complete design and construction. Details of plans for the National Western Center can be found on the North Denver Cornerstone Collaborative website.
Within the depths of this RFP are mandates and goals for training and hiring companies and staff from neighborhoods impacted by this project. Family Environmental intends to engage with the city/county to support environmental project work for this revamp at National Western, which is within our own neighborhood. However, Family also hopes to take advantage of this investment in north Denver to provide a forum for training those left behind by our collective economic advancement, including those rehabilitated from previous criminal convictions which has severely limited their job opportunities. Family Environmental has also been actively looking to train and hire veterans. We hope that investments to upgrade and expand the National Western Center can trigger support for these much needed workforce training programs.
